Take a look at the PD help description. In short, information about configuration should not be on PD help pages. If it's vital, then it can go in as a specially formatted admin tip, but realize that having a link to a manual page on MediaWiki.org at the start of the help page will confuse and distract users, and will certainly not help them; if a server administrator has decided not to enable uploads, he should not import Help:Images. If a foreign repository is specified, the server administrator will have to explain where it is anyway: he can add the pertinent information to his version of the help page. —Emufarmers(T|C) 10:14, 13 March 2009 (UTC)Reply

My only concern is that a person who actually doesn't know why uploads aren't working probably won't want to look through the entire article for that section. Maybe it would work better on Help:Managing files, especially since Help:Images now links there in the lead.
