This is my quick attempt at a HOWTO. I haven't poked around to see if something similar already exists.

Announce the meeting on other relevant channels, such as:

RFC meeting starting now in #wikimedia-office: Drop requirement to define a talk namespace for every subject namespace

In the channel, start the meeting, e.g.:

#startmeeting RFC meeting

Set the topic:

#topic RFC: Drop requirement to define a talk namespace for every subject namespace

Link to any relevant materials:

#link https://phabricator.wikimedia.org/T165149

As ideas or decisions come up, document them:

#idea mark bad titles in api output

Finally, mark the end of the meeting:

#endmeeting

The bot will respond with links to the minutes, which presumably should be captured elsewhere, such as in the Phab task being discussed.
