1. Look for added external links in all the interwikied pages of the en:Wikipedia:Press Coverage
2. Add to a database:
   1. the language version
   2. the external link and the display text (if given)
   3. the user adding it and link to the user page
   4. at what time it was added and link to the diff
   5. the section name and link to the section (only nice to have)
3. Publish it in an RSS-feed

To think about:

• Is it possible to get this from the IRC RC streams or is it better to poll the page every once in a while?
